When "they" refers to all of the people who have been subject to the Nazis, we can assume that they were under Nazi rule and were afraid to speak out and express themselves for fear of reprisals. Once the Nazis were defeated, however, those people should have been freed from their fear and should not have stayed silent about their experiences. Instead, many chose to remain silent about their experiences because it was easier than telling the truth.
